Care and Conserve Plumbing Repair Program
What is Care and Conserve?
The City of Atlanta Department of Watershed Management recognizes that customers may sometimes face difficulties paying for water, one of life’s most essential elements. Through an innovative program called Care and Conserve, the City offers water bill payment assistance, plumbing repair assistance and water conservation counseling to approximately 185 low-income households annually. Care and Conserve programming is funded by the Department of Watershed Management through customer contributions, corporate donations, grants and money set aside by the City of Atlanta.
What is the Care and Conserve Plumbing Repair Program (CCPRP)?
The Care and Conserve Plumbing Repair Program (CCPRP) distributes Department of Watershed grant funding to non-profit organizations. The non-profit organizations use the grants to provide plumbing repairs and replace high flow fixtures to City of Atlanta low-income households at no cost to the customer. These plumbing repairs help customers have access to sufficient and accessible water, sewer fixes to maintain household health, and assist with leaks that may lead to high water bills.
Who makes the repairs for the Care & Conserve Plumbing Repair Program (CCPRP)?
Non-profit organizations administer the Care & Conserve Plumbing Repair Program through grant funds which provide plumbing repair assistance to City of Atlanta water customers. The Non-profit assists single family household water/sewer customers who live inside the city of Atlanta limits and water customers residing outside of City of Atlanta limits.

Who is Ineligible? **
Please see below:
- Businesses, apartment complexes, duplexes, triplexes and homes on master meters are not eligible to apply for CCPRP.
- Landlords and renters are not eligible to apply for CCPRP.
What are the qualifications?
The bill must be in the name of the applicant applying for assistance. CCPRP applicants must:
- Meet the income requirements
- Be 18 or older
- Own the home (Home must meet structural, meter size and residential qualifications)
- Currently live on the property for which they are requesting assistance and the water service must legally be on
- Have a consistent demonstration of payments on the customer DWM account *
- Make consistent payments on the DWM account during the application process
- Have lived on the property for at least 6 months
- Have a single residential family water account with the City of Atlanta that has completed six (6) billing cycles.
- Water/Sewer accounts cannot be more than 5 months past due; or
- Must have made two (2) recent monthly consecutive payments from the date of the application as determined by DWM Care and Conserve office.
- Provide all requested documentation to the non-profit in order to be considered for CCPRP assistance
* An inconsistent payment history may result in a denial of CCPRP assistance. A broken payment arrangement may result in a denial of CCPRP assistance. An established payment pattern or payment arrangements may be required for a portion of the past due bills in order to receive CCPRP assistance. Arrangement amounts are based upon bill balances and payment history.
How do I apply for CCPRP?
If you are a DWM customer/homeowner in need of plumbing repair assistance, you must apply and qualify with the non-profit agency listed below. The non-profit decides the work to be performed on each home and determines if the structure, safety and conditions of the home are suitable to perform any needed repairs.
CCPRP is separate from the Care and Conserve Bill Payment Assistance Program.
