Technical Services
The Technical Services Division (TS) provides technical support for Water Distribution Division and other Drinking Water related concerns. The Technical Services group is not a replacement of the Department of Watershed Management Bureau of Engineering Services. This group focuses on drinking water tasks found below.
Engineering Tasks Performed by Technical Services Division
Plan Review – Technical ServicesS group reviews the plans from developers to ensure that plans comply with all applicable City of Atlanta requirements. Technical Services communicates directly with the developer for projects located outside of the Atlanta City limits. For projects located inside the City of Atlanta Technical Services will work through the Bureau of Buildings.
Large Meter Plan Review Including Backflow Prevention Review – Technical Services group reviews the plans for large or commercial meters for adequacy and for backflow prevention.
Water Availability Review – Once a meter request is made, Technical Services group reviews existing records to check for the availability of existing water prior to approving the meter request.
Records (GIS, Plat Cards and As-Built Drawings) – Technical Services group is responsible for updating the Plat Cards. The group also has Geographical Information System (GIS) capabilities and is working with the Department of Watershed Management GIS manager to eventually build a complete GIS of the Water Distribution Facilities. The GIS will be available to all City agencies that could benefit from it.
Hydraulic Modeling – The Technical Services group is currently working on the Hydraulic Model of the Distribution system. The group will also use hydraulic modeling to assist in project design work.
Project Design – The Technical Services group will complete the design on all water main extension, replacement and relocation for the City of Atlanta when required. CIP projects will continue to be the responsibility of Engineering Services.
Sales – Meter Application of Technical Services sells the following devices and services to the public: water meter, fire service, fire hydrant installation, fire hydrant relocation and fire hydrant removal. Technical Services also sells fire hydrant temporary meter, as well as meter relocation and meter replacement services.
Install Large Meters – The Technical Services group will install large meters and inspect the installation of the associated backflow preventer.

Water Main Construction Management and Inspection – Technical Services group manages and inspects Annual Pipe Laying contract conducted by the City’s contractors and inspects water utility construction performed by private construction firms, and City crews, including the water main construction at Hartsfield-Jackson International Airport, to ensure that water main work is consistent with the approved plans.
Leak Detection and Low Flow Investigation – The Technical Services group investigates low water pressure, leak detection, and low flow concerns. As the hydraulic model becomes available it will be used to aid in leak detection.
Construction Permits – The Technical Services group provides the permit request to Georgia Department of Transportation (GDOT), Fulton County, City of Atlanta and Sandy Springs for all required construction and will follow the request until the permit has been approved.
Flow Testing – The Technical Services Group performs flow testing as required.
Supply Technical Support To The Water Distribution Division – The Technical Services Group is available to provide technical assistance to distribution, including 24/7 emergencies, or to any other City divisions.
Inspect Small Meter Installation – The Technical Services Group will ensure that all small meter installations are completed per applicable codes and standards.
Inspection of Fire Hydrant – The Technical Services Group inspects work related to fire hydrant installation, relocation and replacement performed by the City contractors or private construction firms.
