Meter Applications
Payment Instructions: Fire Service Hydraulic Tests, Meter Abandonments, Meter Relocations And Meter Purchases
Do not attempt payments for Fire Service Hydraulic Tests, Meter Abandonments, Meter Relocations, or Meter purchases until Meter Applications provides the customer with an Invoice and Payment Instructions. Payments attempted prior to receipt of an Invoice and Payment Instructions will likely be returned to the customer by the Payment Center and cause a delay in processing the customer’s request. Payments must be made within 14 days of the application process and made payable to the City of Atlanta. The City of Atlanta accepts cash, personal or business checks, money orders, debit cards and all major credit cards.
Meter Purchases
An Office of Engineering Services (OES) plan review and approval is required for:
• All Commercial meter inquiries (installations, relocations, and abandonments)
• All Master Meter inquiries (request for individual meters versus existing master meter, installations, relocations, and abandonments)
• Meter installations that are 3 inches or larger
• Fire Services/Fire Hydrants
• Plans for new subdivisions
• Contractor Self-Installations
• Contractor small meter Self-Installations for Subdivisions: The following documents will be required by Meter Applications once the Cost Estimate is provided to the customer by OES and presented to Meter Applications. For the sake of expediency, please obtain these documents prior to or while plans are being reviewed by OES:
-If the property is located inside the City of Atlanta, the Contractor must provide a City of Atlanta Building Permit for a Domestic meter in addition to OES required documents.
-If the property is located outside the City of Atlanta, the Contractor must provide a Building Permit from the municipality in which the property is located and a Fulton County Sewer Permit or proof of a Septic Tank Inspection for a Domestic meter in addition to OES required documents.
-The Contractor must provide a separate Address List of all requested meters on the Cost Estimate in addition to OES required documents.
• Meter Abandonments
• Local Municipalities performing road construction (requiring meters to be abandoned or relocated)

Once the Office of Engineering Services has reviewed and approved the plans for the aforementioned water services, the customer will be provided a Cost Estimate and an OES approved Site Utility plan. The customer will then be referred to the Department of Public Works/Office of Transportation for Right of Way Permits, and to Meter Applications for the associated applications, Invoices and Payment Instructions accordingly. The Cost Estimate must be dated within 90 days of purchase. The entire Cost Estimate must be paid at the time of the water services purchase. Payment must be made within 14 days of the application process. Once payment is made, the customer must allow 15 weeks for completion of water services.
Contact Meter Applications at DWMMAPPS@atlantaga.gov or 404-546-3390 to purchase meters that are two inches or smaller and do not meet the Office of Engineering Services review criteria.
• The customer must complete an application for each meter purchase. Contact Meter Applications (DWMMAPPS@atlantaga.gov or 404-546-3390) to obtain an application, Invoice and Payment Instructions accordingly.
• Only the property owner or the owner’s designated representative can purchase a meter.
• The City of Atlanta Department of Watershed Management is only responsible for installing the meter in the right-of-way of the municipality in which the meter is located. It is the responsibility of the customer to connect the private property water service line to the meter.
• If the property is located inside the City of Atlanta, customers must pay a Right-of-Way Fee. If the customer wishes to know this fee in advance, they can contact the COA Department of Public of Works/Office of Transportation at (404-546-6501).
• If the property is located inside the City of Atlanta, the customer must provide a City of Atlanta Building Permit for a Domestic meter.
• If the property is located outside the City of Atlanta, the customer must provide a Building Permit from the municipality in which the property is located and a Fulton County Sewer Permit or proof of a Septic Tank Inspection for a Domestic meter.
• The customer must have a Domestic meter that is in “Active” status with no outstanding charges prior to purchasing an Irrigation meter. Exceptions can apply for community gardens, parks, etc.
• The cost of the meters varies. Meters must be paid in full prior to installation. Payment must be made within 14 days of the application process.
• Once payment is made, the customer must allow fifteen (15) weeks for installation. For a status update of a meter installation, the customer must contact the OCCBS Installations Manager or designee at 770-407-9544.
Meter Abandonment
The Office of Engineering Services Water Availability Group must be contacted at WPR.INSIDECOA@atlantaga.gov or WPR.OUTSIDECOA@atlantaga.gov (depending on the location of the property) or 404-546-3240 for commercial Meter Abandonment requests and associated costs. The cost of a Meter Abandonment varies (based on the size and location of the meter). Once the request is reviewed by OES, the customer will be referred to Meter Applications for an application, Invoice and Payment Instructions accordingly. Payment must be made within 14 days of the application process. Once the payment is made for the Meter Abandonment, the customer must allow fifteen (15) weeks for completion.
Meter Relocation
The Office of Engineering Services Water Availability Group must be contacted at WPR.INSIDECOA@atlantaga.gov or WPR.OUTSIDECOA@atlantaga.gov (depending on the location of the property) or 404-546-3240 for commercial Meter Relocation requests and associated costs. Contact Meter Applications at DWMMAPPS@atlantaga.gov or 404-546-3390 regarding a residential Meter Relocation. A DWM Field Engineer must conduct a site inspection to determine if a meter can be relocated. A relocated meter account must be in ACTIVE status at the time of the relocation. The requested relocation site must be within fifty (50) feet of the original location of the meter. A meter cannot be relocated to another property. The cost per relocation is determined by the size of the meter. Once a determination is made that a meter can be relocated, the customer is referred to Meter Applications for an application, Invoice and Payment Instructions accordingly. Payment must be made within 14 days of the application process. Once payment is made for the Meter Relocation, the customer must allow fifteen (15) weeks for completion. For a status update of a Meter Relocation, the customer must contact the OCCBS Installations Manager or designee at 770-407-9544.
Fire Services Hydraulic Test and Hydrant Meters
Customers requesting Fire Service Hydraulic Tests (Flow Tests and/or 24-Hour Tests) can contact Meter Applications at DWMMAPPS@atlantaga.gov or 404-546-3390. An application, Invoice and Payment Instructions will be e-mailed to the customer accordingly. A site map of the hydrant should be submitted with the application to better identify the location of the fire hydrant on which the test is to be conducted. The Fire Service Hydraulic Tests can only be conducted on fire hydrants installed on City of Atlanta water mains and within the City of Atlanta jurisdiction. The cost of each test is $155.00. Payment must be made within 14 days of the application process. Once payment is made for a test, the customer must allow 14 business days for completion.
Hydrant Meter Rental
Customers who wish to rent a hydrant meter and backflow preventer must contact Hydrant Meters at hydrantmeters@atlantaga.gov or 770-549-5982. When applying for a hydrant meter, the customer must have a valid current identification; the company Tax Identification Number (TIN) or Social Security Number (SSN) if for personal use. The hydrant meter rental fee is $2,900.00. The customer will be e-mailed application documents, an Invoice and Payment Instructions accordingly. Payment must be payable to the City of Atlanta. The City of Atlanta accepts personal or business checks, money orders, debit cards, and all major credit cards. Once payment is made, an appointment will be made for the customer to retrieve the hydrant meter and backflow. Walk-in services are currently not available for retrieval of the equipment. Please note: If a payment is made via one of our Walk-In Payment locations, this does not eliminate the requirement for a scheduled appointment before releasing rental equipment.
The hydrant meter must only be used on fire hydrants within the City of Atlanta jurisdiction. If the customer is requesting to fill a water truck with the hydrant meter, the customer must have the truck inspected and permitted via the designated City of Atlanta Department of Watershed Management Inspector prior to renting the hydrant meter. The backflow prevention device must always be attached to the hydrant meter during usage; and the City of Atlanta DWM Hydrant Meter Use Authorization Form must always remain with the meter (in the event of inspection).
During the hydrant meter rental, monthly reads must be submitted to hydrantmeters@atlantaga.gov. A hydrant meter can be rented for a maximum of 6 months at the end of which all components, the meter, the backflow, and the key must be returned to the Department of Watershed Management. The meter and the backflow must be returned as separate components (as when initially rented). If the customer intends to renew the rental, all components, the meter, backflow, and key must be returned to Hydrant Meters (in separate components) for inspection and renewal.
A backflow prevention device is configured to shut when there is reverse flow in the water line, keeping contaminants out of the water system. Water systems are designed to move water in one direction. However, a drop in pressure or a break in a water line can send water flowing in the opposite direction and draw contaminants such as fertilizers and other chemicals into the drinking water system. This reversal of flow is called backflow or back-siphoning. A cross-connection is any actual or potential connection between the public water supply and a non-desirable source of contamination or pollution.
Refund: The hydrant rental deposit is returned to the customer (less final usage) if the customer meets all criteria of the rental. The customer must complete a Refund Request form and allow 6 – 8 weeks for the refund process. If the customer has any questions or requests regarding the refund, i.e. account balance, transfers, etc., the customer must contact Meter Applications. Backflow Prevention

However, a drop in pressure or a break in a water line can send water flowing in the opposite direction and draw contaminants such as fertilizers and other chemicals into the drinking water system. This reversal of flow is called backflow or back-siphoning. Fire Service, Commercial, Domestic and Irrigation Meters: The City of Atlanta Code of Ordinances Section 154-66 requires an approved backflow assembly for all residential meters, fire service meters, commercial (including multi-unit dwellings) meters and irrigation meters. Contact the Backflow Division Office at 404-546-3201 to determine the correct installation of backflow assembly required for the purpose of your meter service. It is the responsibility of the Owner/Contractor to ensure that the backflow assembly is installed and tested in compliance with the City of Atlanta Code of Ordinances. Please refer to the City of Atlanta Department of Watershed Management website, (www.atlantawatershed.org): Customer Service/ Backflow Compliance) for a list of approved backflow testers. A final inspection by the City of Atlanta Backflow Division is required and installation must be approved prior to commencement of water service. It is the responsibility of the Owner/Contractor to schedule the final inspection with the Backflow Division. Please allow 10 days for the Backflow Specialist to determine compliance with the City of Atlanta Code of Ordinances.
